Solar Victoria’s Purpose

Our purpose is to empower Victorians to access clean and affordable energy. Victoria’s economy is being transformed to one which will be powered by renewable energy. This transition is critical to mitigate climate change and to bring down energy bills for Victorians.

As experts in solar and energy efficiency we play a critical role in this transition and in supporting the electrification of households.

What we do

Solar Victoria delivers the Victorian Government’s flagship Solar Homes program, a $1.3billion investment over 10 years to support hundreds of thousands of Victorians to participate in the renewable energy transition. It also provides develops policy including legislation, regulation and program specifications to support the Victorian Energy Upgrades Program – Australia's largest energy efficiency obligation program.

The Solar Homes program provides rebates and interest free loans for residential solar, batteries and energy efficient hot water. While accelerating the energy transition we also support industry growth and innovation to boost energy supply, create new jobs in the renewables sector and tackle climate change.

Since launching in 2018, we have supported the installation of over 350,000 solar panel, battery and hot water systems have been installed in Victorian households. Our programs reduce the upfront cost of installing renewable and energy efficient technology, so Victorians can cut their power bills and transition toward an electric home powered by solar.

We are delivering the Solar for Apartment program to bring the benefits of solar power to apartment households, and the Residential Electrification Grants Program to deliver solar panel and hot water rebates at scale through innovative providers and further the transition to electrification.

Our audit program supports safe installs, providing further reassurance to customers. It has been crucial in adding to the highest standards of safety and quality in the solar industry, along with authorised providers and eligible products. Since 2021, the Training and Workforce Development Program has provided solar-specific training and business support to build a robust industry to deliver the needs of the program and into the future.

Solar Victoria has also delivered the Solar for Business Program, a rebate to support businesses to install solar on business premises; the Zero Emissions Vehicle Subsidy to support the uptake of electric vehicles; and the Home Heating and Cooling Upgrades Program to deliver rebates to low-income households to install energy-efficient reverse-cycle air conditioners.

The Solar Homes Program has installed more than two gigawatts of solar (PV) capacity and will cut Victoria's carbon emissions by almost four million tonnes – the same as taking one million of Victoria's 4.6 million cars off the road. The program is expected to generate 11.8 per sent of the renewable electricity needed to meet Victoria’s 40 per cent target for renewable energy by 2025.

In June 2024 the Victorian Energy Upgrades program joined Solar Victoria, bringing together two of the Government’s most important household energy transition programs. The VEU program is the largest energy efficiency upgrade program in Australia, helping Victorians upgrade their homes and businesses with energy-efficient products and services by offering discounts and rebates. By supporting Victorians to make the switch to efficient electric alternatives, VEU is helping cut their energy bills, reduce their energy use, and lower greenhouse gas emissions.

The program will save 28 million tonnes of greenhouse gas emissions for Victoria between 2022 and 2025. That’s equivalent to taking more than 8.5 million cars off the road for a year.

The VEU Strategic Review, announced in the 2024 State Budget and led by Solar Victoria, will strengthen the VEU program to deliver electrification and energy efficiency at scale.

Stan is an experienced CEO and Non-Executive Director with a track record successfully delivering high-profile government programs and leading reforms in sectors including renewable energy, sustainability, health and safety, environmental regulation and the law.
As CEO of Solar Victoria, Stan is responsible for the delivery of the Victorian Government’s flagship $1.3 billion Solar Homes Program and a range of household incentive programs.
Prior to this, Stan was the CEO of Sustainability Victoria for eight years, where he led a significant expansion and grew the agency’s footprint and impact in the areas of climate change, renewables, energy-efficiency, and waste and recycling.
Stan has undertaken high-profile reform roles for the Victorian Government in building and planning, most recently as the Co-Chair of the Building Victoria’s Recovery Taskforce and as CEO of the Victorian Cladding Taskforce. In 2010, Stan undertook an independent review of EPA Victoria’s compliance and enforcement activity.
Stan was recognised with a Public Service Medal in the 2022 Queen’s Birthday Honours for outstanding leadership in the areas of environmental and social policy, policy and program delivery.
Stan is a lawyer by training and has undertaken post-graduate study (Monash University) and executive education (Harvard Business School, London School of Economics and Cambridge University). He is an advisory board member of the Monash Sustainable Development Institute and has held board and chair roles with universities and not for profits. He is a Fellow of the Australian Institute of Company Directors, a Fellow of the Institute of Public Administration and an Alumnus of the Williamson Community Leadership Program. 
As the Executive Director of the Customer and Digital Experience Division, Kate leads a multi-disciplinary team spanning customer experience strategy, customer delivery and service resolution, loans management and service recovery, digital strategy, technology development innovation, systems management operations and cyber security uplift.
The team provides accessible services and agile digital solutions to help customers and stakeholders participate in and receive the benefits from Solar Victoria's programs and initiatives. This includes a core focus on putting the customer first, enabling simple and innovative digital experiences, pursuing a culture of first contact resolution and low customer effort, and placing an emphasis on using customer insights and data to drive a better experience for customers.
Kate is a passionate customer centric leader, focussed on driving organisations to embed and deliver culture and strategies which deliver optimal experiences and innovative outcomes for their consumers, clients and customers.
With a rich and diverse background leading divisions and people across government and not-for-profit aged care and health/hospital sectors, and her thorough qualifications in Customer Experience strategic leadership and organisational change, Kate applies a relentless focus on building empowered, high performing, customer-focused teams and ensuring effective delivery of products and services meet the needs of the community.
Paul leads Solar Victoria's policy, program and industry development and stakeholder engagement teams, delivering customer-centric programs that empower Victorians to access safe, high-quality and affordable renewable energy. This includes partnering with training providers, industry and relevant government bodies to support the continued growth and development of a safe, innovative and sustainable renewable energy sector in Victoria.
As leader of these teams, Paul strives to keep customers and participating businesses at the forefront of program design, to ensure Solar Victoria services are inclusive and accessible to Victorians and contribute to a trusted and thriving solar sector that benefits everyone in the state.
Prior to his appointment as Executive Director, Policy Programs and Industry Development, Paul led Solar Victoria’s risk-based audit program, working with key stakeholders, including regulators, industry bodies, Government and businesses, to develop and implement risk and assurance mechanisms for the Solar Homes Program.
Paul came to Solar Victoria with a strong record in policy reform, regulatory compliance and risk management across various sectors including as General Manager Operations at Transport Certification Australia, Manager Waterway User Safety at Transport Safety Victoria and as the Director of Reform Policy in the Victoria Taxi Industry Inquiry.
Nicole leads a multi-disciplinary team with accountability for organisational strategy business performance, workforce development and culture, financial management and enterprise insights and data. The Office ensures alignment with both DEECA and government priorities, policies and values.
Nicole is an experienced public service practitioner with her career spanning regulation, policy development, and program delivery in the areas of energy, climate change, environment protection, waste and resource recovery, and emergency management.
Ben leads Solar Victoria’s safety, quality and assurance program which includes an extensive risk-based audit program, compliance investigations and consumer protection activities. He works with key stakeholders including regulators, industry bodies, government and businesses to develop and implement risk and assurance mechanisms for our programs.
Ben drives best-practice approaches in safety and quality for the installation of renewable technologies to ensure the program delivers products and services that meet the quality, health and safety standards set by the Victorian Government and industry.
Ben has extensive experience as a regulator including strategic compliance projects, with a background in engineering and occupational health and safety. He has worked across public service, regulators and military to implement and ensure safer standards and compliance programs.
Caro leads a team of multi-disciplinary communications specialists with responsibility for end-to-end strategic communications and media. The teams works closely with marketing, digital, brand and design experts on Solar Victoria’s content and promotions.
Using multi-channel communications to expand the reach of Solar Victoria's programs to customers, potential customers and industry, the communications and media functions ensure wide access to the program for all Victorians.
Caro also oversees DEECA’s Energy Group communications and media functions under the same model, bringing together the Victorian government ‘s flagship most ambitious programs delivering the energy transition.
Caro's background is in strategic communications and issues management, with more than a decade’s experience in government communications working across several portfolios.
Kirralee leads the Victorian Energy Upgrades branch, focused on the role of energy demand in the energy transition, through improved energy efficiency, demand management, and the transition of buildings to net zero emissions by 2050. This is delivered through Victorian policy development, regulatory changes, and program initiatives, and involves collaboration with other jurisdictions on national standards, research, tools, and policy.
