Solar Victoria’s Purpose

Our purpose is to empower Victorians to access clean and affordable energy. Victoria’s economy is being transformed to one which will be powered by renewable energy. This transition is critical to mitigate climate change and to bring down energy bills for Victorians.

As experts in solar, we play a critical role in this transition and in supporting the electrification of households.

What we do

Solar Victoria delivers the Victorian Government’s flagship Solar Homes program, a $1.3billion investment over 10 years to support hundreds of thousands of Victorians to participate in the renewable energy transition. The program provides rebates and interest free loans for residential solar, batteries and energy efficient hot water. While accelerating the energy transition we also support industry growth and innovation to boost energy supply, create new jobs in the renewables sector and tackle climate change.

Since launching in 2018, over 330,000 solar panel, battery and hot water systems have been installed in Victorian households. We are supporting these households by reducing the upfront cost of installing renewable and energy efficient technology, so they can cut their power bills and transition toward an electric home powered by solar.

We are delivering the Solar for Apartment program to bring the benefits of solar power to apartment households, and in 2024 are launching the Residential Electrification Grants Program to deliver solar panel and hot water rebates at scale through innovative providers.

Our audit program supports safe installs, providing further reassurance to customers. It has been crucial in adding to the highest standards of safety and quality in the solar industry, along with authorised providers and eligible products. Since 2021, the Training and Workforce Development Program has provided solar-specific training and business support to build a robust industry to deliver the needs of the program and into the future.

Solar Victoria has also delivered the Solar for Business Program, a rebate to support businesses to install solar on business premises; the Zero Emissions Vehicle Subsidy to support the uptake of electric vehicles; and the Home Heating and Cooling Upgrades Program to deliver rebates to low-income households to install energy-efficient reverse-cycle air conditioners.

The Solar Homes Program will cut Victoria's carbon emissions by almost four million tonnes – the same as taking one million of Victoria's 4.6 million cars off the road – and generate an eighth of Victoria’s 40 per cent target for renewable energy by 2025.

Stan is an experienced CEO and Non-Executive Director with a track record successfully delivering high-profile government programs and leading reforms in sectors including renewable energy, sustainability, health and safety, environmental regulation and the law.
As CEO of Solar Victoria, Stan is responsible for the delivery of the Victorian Government’s flagship $1.3 billion Solar Homes Program and a range of household incentive programs.
Prior to this, Stan was the CEO of Sustainability Victoria for eight years, where he led a significant expansion and grew the agency’s footprint and impact in the areas of climate change, renewables, energy-efficiency, and waste and recycling.
Stan has undertaken high-profile reform roles for the Victorian Government in building and planning, most recently as the Co-Chair of the Building Victoria’s Recovery Taskforce and as CEO of the Victorian Cladding Taskforce. In 2010, Stan undertook an independent review of EPA Victoria’s compliance and enforcement activity.
Stan was recognised with a Public Service Medal in the 2022 Queen’s Birthday Honours for outstanding leadership in the areas of environmental and social policy, policy and program delivery.
Stan is a lawyer by training and has undertaken post-graduate study (Monash University) and executive education (Harvard Business School, London School of Economics and Cambridge University). He is an advisory board member of the Monash Sustainable Development Institute and has held board and chair roles with universities and not for profits. He is a Fellow of the Australian Institute of Company Directors, a Fellow of the Institute of Public Administration and an Alumnus of the Williamson Community Leadership Program. 
As the Executive Director of the Customer Experience Digital and Delivery Division, Kate leads a multi-disciplinary team spanning customer experience strategy, customer service operations, digital strategy and technology operations and enterprise project and change delivery.
The team provides accessible services and agile digital solutions to help customers and stakeholders participate in and receive the benefits from Solar Victoria's programs and initiatives. This includes a core focus on putting the customer first, enabling simple and innovative digital experiences, pursuing a culture of first contact resolution and low customer effort, and placing an emphasis on using customer insights and data to drive a better experience for customers.
Kate is a passionate leader, focussed on driving organisations to embed and deliver culture and strategies which deliver optimal experiences and outcomes for their consumers, clients and customers.
With a rich and diverse background leading divisions and people across government and not-for-profit aged care and health/hospital sectors, and her thorough qualifications in Customer Experience strategic leadership and organisational change, Kate applies a relentless focus on building empowered, high performing, customer-focused teams and ensuring effective delivery of products and services meet the needs of the community.
Paul leads Solar Victoria's policy, program and industry development teams, delivering customer-centric programs that empower Victorians to access safe, high-quality and affordable renewable energy. This includes partnering with training providers, industry and relevant government bodies to support the continued growth and development of a safe, innovative and sustainable renewable energy sector in Victoria.
As leader of these teams, Paul strives to keep customers and participating businesses at the forefront of program design, to ensure Solar Victoria services are inclusive and accessible to Victorians and contribute to a trusted and thriving solar sector that benefits everyone in the state.
Prior to his appointment as Executive Director, Policy Programs and Industry Development, Paul led Solar Victoria’s risk-based audit program, working with key stakeholders, including regulators, industry bodies, Government and businesses, to develop and implement risk and assurance mechanisms for the Solar Homes Program.
Paul came to Solar Victoria with a strong record in policy reform, regulatory compliance and risk management across various sectors including as General Manager Operations at Transport Certification Australia, Manager Waterway User Safety at Transport Safety Victoria and as the Director of Reform Policy in the Victoria Taxi Industry Inquiry.
Pat leads Solar Victoria’s operating environment, coordinating key corporate functions, including workforce planning, business planning, financial management, workforce development and workplace culture. The Office ensures alignment with both DELWP and government priorities, policies and values.
Pat is an experienced strategic adviser, working across public policy and journalism over the past decade. 
Nicole leads Solar Victoria’s safety, quality and assurance program which includes an extensive risk-based audit program, compliance investigations and consumer protection activities. She works with key stakeholders including regulators, industry bodies, government and businesses to develop and implement risk and assurance mechanisms for our programs.
She drives best-practice approaches in safety and quality for the installation of renewable technologies to ensure the program delivers products and services that meet the quality, health and safety standards set by the Victorian Government and industry.
Nicole is an experienced public service practitioner with her career spanning regulation, policy development, and program delivery in the areas of energy, climate change, environment protection, waste and resource recovery, and emergency management.
Tim leads a multi-disciplinary team with accountability for enterprise insights and data, modelling and forecasting, research, strategic planning and project management.
The division provides key insights into program and organisational performance, scanning the market for trends which may impact program demand, and leading substantive research projects to ensure continuous improvement and inform organisational strategy.
Tim is passionate about using data and research to understand consumer behaviour around solar, renewable and energy efficient technologies. Tim has more than 15 years of market and consumer insights experience across varied industries including telecoms and consumer electronics, higher education, transport analytics and renewable energy.
Lucy leads a team of multi-disciplinary communications specialists with responsibility for strategic communications, program marketing, digital, brand and visual identity, media and consumer education.
She is responsible for a strategic communications and promotion, using multi-channel communications to expand the reach of Solar Victoria's programs to customers, potential customers and industry, ensuring wide access to the program for all Victorians.
Lucy leads the development and ongoing management of comprehensive media, marketing and content strategies for Solar Victoria as a purpose-driven organisation focussed on delivery.
A key focus is identifying and developing opportunities to positively influence the community, industry and government agenda on the strengths and achievements of programs.
Lucy has previously held content, strategic communications and campaign roles at Solar Victoria and within the Victorian government including Sustainability Victoria. She has previously led production teams and to develop content in broadcast television.
